Plot Guide

  The plant physical reveals that Homer has "lazy sperm" due to radiation exposure. Afraid Homer might sue, Burns offers Homer a cash settlement in exchange for a legal waiver, telling him that he has won the First Annual Montgomery Burns Award for Outstanding Achievement In The Field Of Excellence (which he just made up).
  Meanwhile, Herbert Powell, Homer's half brother, has been a bum since Homer ruined him. He gets an idea for an invention, and asks Homer to lend him the $2000 that he "won," to build a prototype "baby translator". Homer does so, but is upset that Herb still does not treat him like a brother.
  Herb builds his prototype and it is a huge success. He is rich again and forgives Homer for ruining him.
